Of course a skirt can, on occasions, make it difficult to deliver an effective caning, and this is frequently used as a pretext for why, as a minimum, the skirt must be turned up and the caning delivered across the seat of the girl's knickers. I think this image shows that this is not necessarily true in every case. I have no doubt that six firm strokes across this girl's skirt could deliver a very clear message that she will remember for a long time.
